71 doesn't beat 67 because the others beat their counterparts based on the NUMBER OF SYLLABLES in the number when sounded out.SEVEN beats SIX in syllables, by 1.
SEVEN-HUNDRED of course, beats SIX-HUNDRED (4 syllables vs. 3)
However, SEVENTY-ONE and SIXTY-SEVEN are equal in syllables, with 4 each.

Lovely Clue in the Title.
Here's an alternate solution:
Write the numbers as roman numerals, and count the number of letters.
7 beats six by 1, since VII is 3 letters long, and VI is only 2 letters long.
700 beats 600 since DCC is longer than DC.
However,71 does not beat 67 since LXXI is shorter than LXVII

My bro scramble gave that same answer as yours.. a good workable one. But he conceded that it was not in PAR with the given solution for two reasons
1. The Hypens in the Title suggest that it the solution has something to do with breaking or separating, ie syllabicating.
2. The use of DOES NOT BEAT instead of LOST TO also suggests that the latter was not a certainty.

7-1-6. I gave a CLUE in the Title! I got that from Grip the Great. However, Griphook, I must say....(You probably won't believe me as many times as I have said this now), but..... I HAD NO IDEA. I simply couldn't come up with another suitable Title.
I found another solution to the same answer. if you add up all of the numbers in each number 7 beasts 6 7+0+0 is 7 and stuff and 7 plus 1 is eight and 6 plus 7 is 13 so there's a lot of ways to get the same answer

personally, i liked it the way it is.
I came up with a similar result, just by counting the letters in each number.
in a golf game with really bad golf players 67 would beat 71
I SO don't think this should be in the trick category. I dunno what iy should be, but I would think "Other" before puttin it in trick.

i added the digits together - 7+1 = 8 whereas 6+7 = 13
