The only downfall is that it tried to be a good teaser but failed with the scrambling of words. In order to guarantee truly scrambled, the beginning and ending of the word must not be the same when scrambled such as:
NOT:
practically --> ptcalarcily
SHOULD BE:
practically --> ytcalarcilp
Something like the latter is much harder to unscramble than the former.

Com'on folks, this is a fun teaser and the quotes are funny, but please realize that Dan Quayle (at least - maybe also the others) was poking fun at himself.
He may not have been the sharpest knife in the drawer but he rolled with it and at least kept up a good sense of humor. This is simply an example of that - give him a little credit.

The phenomenon of scrambling words while keeping the first and last letters the same and yet still being readable is not at all universal. It only works in some cases. Here is a link to a study on this (http://goo.gl/zOzHh) where they give three examples where it becomes progressivly more difficult to read:

It was interesting to see how much your brain translated on its own while just quickly scanning over these quotes. More an interesting demonstration exercise than a challenging teaser. The fun quotes made it more entertaining. I found this quite interesting.
