It LITERALLY has the words FILL and BILL in the content! The only other word in the phrase is "the"!
Putting the word "FILL" in the content is completely unnecessary. Only if the phrase were "Fill is filling the bill" would that be helpful. You don't have to fill the word "bill" with letters from the word "fill." Filling "bill" from ANYWHERE is still "filling the bill."
I would have just left it at this:

B_LL
BILL
Or even:
GWLPIYLN
B___
GWLP_YLN
BI__
GW_P_YLN
BIL_
GW_P_Y_N
BILL
That way, you really are "filling" the word "BILL" with letters from a pool of random letters.

I agree. It's a horrible rebus. And I suggest you send a personal note to all the Editors because 'twas they who suggested a "filler" phrase accompany the blanks attached to the letter "b".
But it WAS sweet of you to suggest the alternate of the quaint Irish hamlet of Gwlpiyln (my dear Grandmama's birthplace in County Gaillimh).
Had I thought of it ... I could have used either locale, couldn't I?
