But ... it's NOT a Rebus. It's a Riddle based on possible Rebus "language".
A Rebus should not need a "story" or "set" of conditions to lead the reader intuitively to a conclusion.

I think I agree that the normal type of rebus I have traditionally attempted is what you describe. However, Braingle has for many years included those that involve lists, one item of which gives the clue. Even one of your own (Dogged) involves this technique!
When you look at the seven places to stay, only one is really 'home', making the line unique. It therefore fits Braingle's definition of Rebus quite well (IMHO!).

It may not be a basic rebus, but I think it fits in this category more than it would in riddle.
I don't think the "story" is required. However, it does provide an explanation for anyone who doesn't intuitively "get it". I liked that some explanation of the idiom was also provided.
