Answer
siliconlines 1-2: A "dell" is a valley. Silicon Valley is a high-tech dominated region of the San Francisco Bay area, which is in California, USA.
Silicon chips are used inside desktop (and other) computers.
lines 3-4: A computer's "brain" or central processing unit (CPU) is part of an integrated circuit (IC) chip, otherwise referred to as a silicon chip.
"My tail" is "icon" (sil-icon) and icons are found on a computer's screen ("its face").
lines 5-6: If you "truncate my tail" ("icon") then the result being referred to is "con", which is "a character who's landed in jail".
lines 7-8: The phrase "the chips are down" is alluding to silicon chips. Therefore, "a new supply" is referring to a new supply of silicon chips.

Thanks ThinksForFun. I enjoyed being defeated by this puzzle. I'm impressed with the Brainglers that gave it low difficulty ratings. They are smarter than me. I had the "con" reference, I knew we were talking tech. I just didn't make the final connection. When I read the answer, I liked how it fit with line 1 in particular. Kicking myself for not figuring it out!

Couldn't't get Dell computers out of my head, so made no progress. Oh well - fun though!
Thanks dalfamnest. Actually, while writing this, I was originally thinking about using the "Dell" computer brand name as part of the riddle, but later decided against it. Glad you liked it!
